Elizabeth M. Tapscott
Elizabeth M. Tapscott of Tiburon, program chief with the federal Housing and Urban Development Department in San Francisco, died Saturday at Marin General Hospital. She was 57.
Mrs. Tapscott had been with HUD for 15 years.
She was a native of Arizona and was a graduate of the University of Arizona, where she belonged to the Gamma Phi Beta sorority. She earned a doctorate in educational administration from Arizona State University.
She was Arizona’s state director of elementary education and later assisted the state superintendent in charge of federal programs.
In 1965 she was director of compensatory education for Hawaii’s state department of education.
She worked for the HUD’s “Model Cities” program before 1970, when she moved to the Bay Area and settled in Tiburon.
She was an avid sailor and belonged to the Tiburon Yacht Club.
She is survived by her husband, William E. Tapscott of Tiburon; her mother, Elizabeth Mcguire of Tiburon, and a brother, Vaughn McGuire of Camarillo.
A memorial service will be held at 4 p.m. Thursday at Holy Innocents Episcopal Church in Corte Madera.
